Outreaching.io Review (2026)
A Dubai-based HARO and digital PR agency with published per-link pricing, a pay-only-for-do-follow model and the widest platform mix of the agencies we reviewed. Its public footprint still has gaps that buyers should ask about.

Overview
Outreaching.io describes itself as a digital PR agency that earns high-authority backlinks through HARO and journalist outreach. Its LinkedIn page gives a 2024 founding date and a team of two to ten people based in Dubai; the website also lists a Miami suite and uses New York datelines in press releases. The founder and, since November 2025, CEO is Rameez Ghayas Usmani, who also owns the sister brand HARO Link Building.
The agency sells four things: HARO link building, Qwoted link building, digital PR campaigns and a “SaaS link building” product. The first three are journalist-request or story-led editorial work. The SaaS product sells DR-tiered placements with a 250-word description and a branded link from $79, which is closer to a paid placement than to HARO, so treat it as a separate offer.
What they sell
- HARO link building: the team monitors HARO (now run by Featured.com), Qwoted, Featured, Help a B2B Writer and Journo, writes the answers, and reports each live link with publication, DR, estimated traffic and follow status.
- Qwoted campaigns: fully managed, with 3–5, 8–14 or 20+ links per campaign and a claimed average of DR 75+.
- Digital PR: story-led campaigns pitched directly to journalists, billed only when a link goes live, with results promised in two to four months.
- SaaS link building: DR 10+/20+/30+ placements from $79 to $131 each with a one-year link guarantee.
Pricing and terms
The pricing page lists Starter at $1,250 for five links (DR 40–70), Premium at $2,200 for ten (DR 40–90) and Growth at $4,000 for forty, plus a $2,500 HARO campaign (5–7 links), a $4,580 digital PR campaign (8–14+ links) and $1,250 for five expert-quote links. The HARO service page shows a different per-link ladder of $250, $225, $200 and $150 by volume, and the Qwoted page prices campaigns at $999, $1,799 and $3,999.
Across those pages the effective cost lands between roughly $100 and $250 per link, which is competitive for the category. The terms are buyer-friendly on paper: you pay only for do-follow links, links below DR 40 are free, linking sites must have at least 5,000 visits or $5,000 of traffic value on Ahrefs, dropped links are replaced at no cost, and higher HARO tiers carry a lifetime refund if a link is removed. There are no lock-in contracts.
Two caveats. First, the numbers do not always agree with each other: the Starter card says “$125 per link” for a package that works out at $250, and the DR floor is quoted as 50+, 40+ or 60+ depending on the page. Second, the pricing page itself carries no refund or payment-terms text, so get the guarantee you are relying on in writing before paying.
Process and platforms
Outreaching.io runs a five-step process: audit and strategy, competitor analysis, a shortlist of target sites for you to approve, placement, then review and reporting. For HARO work the agency claims to monitor queries in real time and respond “often within the first hour”, which matters because journalists tend to use the first good answers they receive. Clients can supply target-site lists and get monthly reports; a dashboard is mentioned but not demonstrated.
The platform mix is the broadest in our group. Relying on Qwoted, Featured and Help a B2B Writer as well as HARO is sensible after the 2024 shutdown and 2025 relaunch, and the digital PR line gives brands a route to coverage that does not depend on request platforms at all.
Placement evidence
The case-studies page lists nine results, several with named clients: WriterBuddy AI (placements on TechCrunch, PCMag, MSN and The Week), Cabin Crew HQ (DR 19 to 29, 31+ editorial links), Blue Horizon Blood Tests (23+ editorial links), Renovation Capital and Ozmosi.com. Others are anonymous (“finance SaaS DR 25 to 51 in 90 days”), undated, and two are mislabelled on the service pages. Publisher logos such as Business Insider and Entrepreneur appear with DR figures but are not linked to live articles.
We could not verify the case-study numbers independently, so we score the evidence as good on named clients and outlets, weaker on documentation.
Reputation and trust signals
As of October 22, 2026 there is no Trustpilot, Clutch, G2 or Google review profile for Outreaching.io and no Reddit discussion of it. Reputation rests on testimonials the agency publishes itself (Barbend, UXPilot.ai, Joy Organics, Mattress Next Day) and on Upwork statistics shown on the homepage ($900K+ earned, 4.9 rating) that are not linked to a profile we could find.
The website also has unfinished corners: placeholder “Lorem ipsum” testimonials, FAQ answers that still contain template text, stat counters stuck at zero, a placeholder phone number and an About page that lists another agency’s founders and a 2005 founding date. None of this speaks to the quality of the links, but a buyer paying $4,000 up front is entitled to ask why it is still there. The founder’s “Best HARO Link Building Expert in the US 2025” award comes from a nomination site and was publicised through paid press releases.
Support and reporting
A free 30-minute discovery call, monthly reports, link replacement during the campaign and no long-term contract add up to the most complete support offer among the HARO-first agencies here. Email and a UAE phone number are the contact routes.
Verdict
Outreaching.io earns the top score in our rankings because it publishes what most HARO agencies hide: prices, DR and traffic floors, and what happens when a link drops. The multi-platform approach and the digital PR option make it the strongest pick for SaaS and B2B brands that want more than quote links. Before you buy, ask for the price scheme in writing, confirm which DR floor applies to your tier, and request two recent placement URLs in your niche. If the agency tidies up its own website and builds a third-party review footprint, this score will go up.
